In this example the organization upgraded all applications of type X to the latest version 5.5. They purchased 10 upgrades. 7 users are working with the latest version 5.5 and 3 users is using an older version 2.5. From the software vendors terms & conditions – An end user is allowed to use older versions of the software when they have upgraded to a newer version.
